The Institute of Political Economy, Governance, Finance and Accountability (PEGFA) invites you to its Research Seminar Series 2024/25. Our first Research Seminar will take place on 14th October at 1pm in D265 and will feature PEGFA speaker Dr Chusu He. Dr He will be discussing 'Managing natural hazard risks in lower income economies: a cluster analysis and a proposal for state-owned captive insurance'. Please see the abstract below: Climate change and structural changes (e.g. urbanisation and deforestation) substantially increases the exposure of many countries to natural hazards. The global protection gap, i.e. the uninsured natural hazard losses, is large and growing. This increasing protection gap poses serious challenges to many lower- and middle-income countries, which are more exposed to natural hazards and have limited capacity to effectively transfer risks. We rank major instruments for disaster risk finance in a ladder with more sophisticated instruments at higher rungs. We use cluster analysis, a form of unsupervised machine learning, to objectively identify country characteristics for choosing amongst these instruments. We propose an innovative public initiative – state-owned captive insurance – that can promote the supply and demand for private insurance in a group of economies identified in this study and help them to climb up the ladder for more effective risk transfer.
