The Delegation Framework was originally developed in 2022 alongside a review of our committees and is periodically updated.
The University Delegation Framework comprises:
- Introduction to the Framework and the principles behind it.
- Governing Body Delegation Framework, approved by the Governing Body, which summarises decisions retained by the Governing Body and its committees. The framework uses the principle that if a power is not retained by the Governing Body, it falls to the Vice-Chancellor to exercise that power. If the Governing Body wishes to retain a decision or change a delegation in the future, it can do so by approving an amendment to the framework.
- Framework for Approving Policies and Statutory Returns, approved by the Governing Body, which indicates whether the approval of policies and statutory returns has been retained by the Governing Body or delegated to a committee or an individual.
- Academic Council Delegation Framework, approved by the Academic Council, which summarises the powers delegated by the Academic Council.
- Executive Delegation Framework, approved by the Vice-Chancellor, which summarises the powers delegated by the Vice-Chancellor.
The University’s Financial Regulations are governed by and reflect the delegations in the University Delegation Framework. Any changes to the Delegation Framework will be reflected in the Financial Regulations.
Once matters have been approved, any relevant contracts or agreements should be signed according to the University’s Contract Signing Procedure (see the Financial Regulations).
Please contact the Secretariat team (governance@greenwich.ac.uk) if you have any questions regarding the Delegation Framework.
